State Council: Planning to Build Moderately Advanced Battery Charging and Swapping Network

On January 18, 2022, the State Council issued the 14th Five-Year Plan for the Development of Modern Comprehensive Transportation System (the 'Plan'), which clearly states:

1) To build a convenient, efficient and moderately advanced battery charging and swapping network, focus on promoting the construction of charging facilities and equipment at such areas as transportation hub stations, parking facilities and highway service areas, and encourage the rational layout of photovoltaic power generation and energy storage facilities along transportation hub stations, roads and railways. Promote the low-carbon and diversified development of transportation energy, actively promote new energy and clean energy vehicles, steadily push forward the railway electrification transformation, promote more use of clean energy by inland ships, and further reduce energy consumption by vehicles.

2) To construct the network of battery charging and swapping facilities. Improve the layout of public battery charging and swapping networks in urban and rural areas, actively build intercity charging networks and supporting facilities for express charging stations at highway service areas, and realize that the coverage rate of express charging stations at highway service areas in national ecological civilization pilot areas and key areas for air pollution prevention and control is not less than 80%, and that in other areas is not less than 60%. Vigorously promote the integration of parking lot and charging facilities, and realize the interconnection of parking and charging data and information.

3) To promote new energy and clean energy transportation equipment. Promote the electric replacement of urban public service vehicles and vehicles in ports and airports. The proportion of electric vehicles in ground bus, urban logistics and distribution, postal express, rental, official business, sanitation and other vehicles added or updated in cities with a population of over one million (except in severe cold areas) shall not be less than 80%. Construction of liquefied natural gas filling stations will be carried out along Yangtze River Trunk Line, Beijing-Hangzhou Canal and Xijiang Shipping Trunk Line.

4) To construct near-zero carbon transportation demonstration zone. Select mature ecological function areas, industrial and mining areas, towns, port areas, airports, highway service areas, transportation hub stations and other areas to build near-zero carbon transportation demonstration areas, give priority to the development of public transportation, advocate green travel and promote new energy transportation tools.
